locking topics
Lets say that we have added about 5 topics that we are always using... since we don't need anymore of them.. can I just delete the stip of code for the editbox for new topics to disable getting nonsense topics in the blog?
(this is regarding an antville blog on our own server)

Yes. A smart user would still be able to create topics, but that shouldn't be a problem.
