Strange Characters in my skins

I used " ? " to separate my "comment line" links and has appeared fine (even after a restore by robert) until the last week when it changed to " ? ". Inside the skin itself there is a character that is not on my keyboard, but its best described as a capital letter "S" with a dot above it. What should I do?
